I think turning off team selection wouldn't really help in the end, players with more skill than others might be stacked on one team by chance, I'm pretty sure there's a !votescramble on one of the servers that you type when the teams are imbalanced and the server will jumble the teams around a bit.

Team stacking mostly happens when players want to play with their friends, some players just wait in spec and see which team is winning or doing well then join that team, I personally join the team that needs the most help.

I'll have a talk to the other admins and see if we can't figure something out.

There is a thread on the IS admins page now about this. But you are right, this is a problem on most servers. Also, if you go and join the weaker team you are called traitor, so many guys just refuse to do this.
